No tolls for Islanders

Today would have been an expensive day for us, which is our norm instead of the one expensive day once in a while. We have made three trips off the Island before 11 a.m., so the tolls would be really costly for this household. Between work and our daily activities, I still do not understand how having a toll on I-90 is OK to pay for SR-520. I do not believe that people will drive to I-90 to save tolls when they will have to sit in traffic for much longer coming this way instead of just staying on 520. But that is our government at work.
