Light at 40th not needed

I just noticed that a traffic signal light has been installed at the intersection of S.E. 40th and 86th Avenue S.E. First of all, I don’t know why a traffic signal light is needed at that intersection and how the city of Mercer Island could afford it when they couldn’t afford to put one up at the intersection of Island Crest Way and Merrimount, where it’s most needed. Something is definitely wrong with this picture.
