At its regular meeting on Monday night, the Mercer Island City Council selected Pam Bissonnette as interim city manager with a unanimous 7-0 council vote.

Bissonnette will replace outgoing Interim City Manager Steve Lancaster from July 1 through Nov. 30, temporarily refilling the position previously held by Noel Treat who resigned in December 2015 for a position with Seattle School District.

Prior to retirement a year ago, Bissonnette served in a number of interim positions, most recently as interim deputy city manager of Bellevue for nine months. This followed 14 months as interim Public Works director for the city of Kirkland, 14 months as interim director of NORCOM (the central 911 dispatch agency for the Eastside) and two years with King County as deputy county executive.

Much of Bissonnette’s earlier public service career was spent working for the city of Bellevue as its drainage utility director and then as its utility director where she was responsible for the city’s water, sewer, garbage and storm water utilities and cable franchise. In addition, she spent 12 years with King County, primarily as the director of Natural Resources and Parks.

During recent interviews for a permanent city manager in May, the council ultimately declined to offer employment to any one of the four finalists, and has reopened its recruitment process, which is expected to conclude late in 2016.

“While we were disappointed to have to reopen this position, we are very pleased to draw Pam out of retirement to lead the city for the remainder of the year,” said Mayor Bruce Bassett in a city press release. “Her very extensive experience will serve us well, and I look forward to working with her.”
